The following is circulated for the private and con-
fidential information of members.
The following ruling has been laid down by His
Majesty's Principal Secretary of State for Foreign Affairs:-
Trading with the Enemy Proclamation No. 2
of September 9, 1914.
1.
British Banking firms resident in a Treaty Port in China
do not infringe the terms of the King's Proclamation in negot-
iating bill drawn by resident German firms, зuch firms being
also the consignore of the cargo covered, provided that

(1)
The purchaser and acceptor of the bill and the
consignee of the aargo are of allied or neutral
nationality or resident in a neutral country,
and
(2)
That the destination of the cargo is an allied
or neutral country.
The shirping of cargo by a German firm in British bottons
to allied or neutral ports does not infringe the terms of the
King's Proclamation.
5.
With the object of preventing or restricting supplies
reaching the enemy through neutral countries Marine Insurance
Companies in England have agreed that all policies covering war risks to neutral countries shall contain the following claus
Tarranted free from any claim arising from capture, seisure or detention by the British Government or their Allies.
